Assert that transactions, DDL, resharding, and migration ops are cleaned up before decommissioning a shard in AddRemoveShard hook

      Currently, the AddRemoveShard hook waits for these ops to be cleaned up after removing a shard but before decommissioning it. Consider changing these to be assertions if/once removeShard ensures these are cleaned up before reporting success.
