Reorganize histogram CE source files and namespace for CBR

      Please refer to CBR design doc

      • Move the histogram CE files to the location we decided.
      • Update the namespace
      • Resolve the conflicts with Bonsai code (e.q. some proposals suggest to remove the directory first).

      Also, 

      • Remove duplicate code between src/mongo/db/query/ce/cbp_histogram_ce/test_helpers.cpp and src/mongo/db/query/ce/test_utils.cpp
