Create a MoveAndUnshardCollection resharding data distribution policy.

      Trying to massage the right set of options to the existing resharding policies (ShardDistribution/SamplingBasedPolicy) for moveCollection, unshardCollection is suboptimal and we should just have a policy that creates a single chunk, checks that the shard matches the user zones and assigns this chunk to the destination shard.
