There are some changes we can make to clean up the sys-perf configuration:

• Moves the sys-perf components into their own folder instead of evergreen_yml_components.
• Remove the code for the old compile reuse, which has been superseded by reuse_compile_from.
• Move shared compile variant expansions into a variable.
