      Based on SERVER-92698, introduce a new policy to evict “stale entries” from an InvalidatinLRUCache based on the last accessed time of each item.

      Note the work depends on the following:
      SERVER-92698 - the capacity to store last accessed time
      SERVER-93511 - benchmarking catalog cache cleanup
      SERVER-93512 - More js testing
