      This ticket proposes creating a 'src/mongo/db/query/change_streams' directory and moving change streams related code to this directory. Additionally, it proposes making QE the exclusive owner of this directory. Additionally, this ticket proposes creating a ' db/pipeline/change_stream/' directory, and moving files related to change streams and  resume tokens there.
