With SERVER-92770, read_write_concern_defaults_application.js has an explicit check for emptycapped in order to prevent the tail from failing in multiversion testing. Once multiversion testing no longer uses versions that still contain emptycapped, we can remove this check. Similarly, views_all_commands.js still has emptycapped in its list of commands.
