Consider moving / getting rid of non-essential Windows tasks that run on compile variant

      The following tasks run on "! Windows Server 2022 Enterprise Compile":

      • create_crypt_lib
      • server_discovery_and_monitoring_json_test
      • server_selection_json_test

      It was determined in SERVER-79037 that these are non-essential to ensuring our correctness on Windows. However, since they are marked with requires_compile_variant (example), if removed from the existing compile variant we would have to introduce a new compile variant just to run them.

      We should consider introducing the new variant or getting rid of these tasks altogether.
