The cwrwc_passthrough suite was added as part of a project to have cluster wide defaults for read/write concern and is intended to test the default cluster wide values for read/write concern. At this point, the defaults were wc: 1 and rc: local. Then, in 5.0, the default wc was changed to majority (default rc is still the same: local).

Now, this suite is no longer testing the server defaults, and as such, we should consider removing it. More precisely, we should determine whether there is value in keeping a suite that sets the default writeConcern to w: 1 (and if so, rename the cwrwc_passthrough suite to cwrwc_w1_passthrough), otherwise we should delete the suite.
