The 'exclude_files' blocks in the various suite definitions in `buildscripts/resmoke_config/suites` are often ordered alphabetically, but not always. Moreover, there aren't any linting rules set up around this to enforce such an ordering. As such, this ticket tracks the work to add such linting to guarantee that these don't go out of sync.
