      Add support for --setParameter replicaSetMonitorProtocol=sdam to the config fuzzer in addition to the replicaSetMonitorProtocol=streamable production default. The requires_streamable_rsm resmoke test tag exclusion can be disregarded because it appears not applicable to any jstests/core/ and jstests/concurrency/ tests.
