POC to reduce ConnectionPool lock contention

      amirsaman.memaripour@mongodb.com noticed that contention on the ConnectionPool mutex was a significant amount of our off CPU time. Write and test a POC that avoids this lock in our load cases of interest (particularly 100% read), and see if removing this lock contention is something we can translate into performance gains.
