While working on SERVER-92931, the question of the ownership around the following tests (and, the corresponding command) came up. It is not clear whether the StageDebugCmd is still useful. As such, this ticket tracks the work to decide whether we should deprecate/delete this command.

If we instead decide that we want to keep the command and the tests, we should use this ticket to do the work to make it owned by QE.
