Create streams evergreen alias

      Currently the streams engine engineers need to submit patches by running:

       

      evergreen patch -p mongodb-mongo-master --alias required

       

      and then going into the UI to manually specify 2 additional tasks that are specific to streams engine development.

       

      This ticket involves trying to create an alias to eliminate the manual steps of this process
