TLDR: There is an issue with llvm and RHEL 8.8 that is preventing us to ignore a known issue with the sanitizers and the libresolv library, so we want to temporarily disable the test in sanitizer build variants. For more details see BF-34384.

This is a temporary fix until DEVPROD-10102 is done.

We will disable config_server_health_observer_crash.js in sanitizer variants to prevent more BFGs.
