Remove the need for bot accounts to be listed in owners files

      If OWNERS.yml files list individual github users, then that list must also include a bot account svc-auto-approve-bot as seen in this PR.

      We should make the OWNERS files simpler and less error-prone. That is, the proper functioning of some bot should not be the responsibility of a Server dev defining an OWNERS file.
