The cluster parameters that exist today (as of 8/29/24) are not applied to a node (mongod) when the node is restarted as a standalone mode.

There isn't a guardrail to maintain a behavior meaning that a future a cluster parameter could break this precedent. 

We should investigate if cluster parameters should be applied when a node is running in standalone node and if we do determine that cluster parameters should not be applied when a node is in standalone mode we should codify this behavior,
