SERVER-94151 introduced a test for the reshardingCollectionCloner, which replicates the bug seen in BF-34709. In the interest of time, the test was written as an integration test with failpoints. The testing is better suited to be a unittest so convert resharding_collection_cloner_stale_config_retry.js into an unittest.
