Enable the sharding passthrough with gRPC, which will mainly require resmoke changes to ensure that the sharding fixtures are aware of the gRPC config changes.

We may also encounter some correctness issues in gRPC, which we will file tickets for during this work.

This was nearly completed in SERVER-80571, and will just require fixing up this commit: https://github.com/mongodb/mongo/commit/ee9e9e681ecbb775d47377425330c5405b398abc to resolve the auto-reverted issue.
