      Our unit test file replication_coordinator_impl_elect_v1_test.cpp is very long and contains a lot of repeated setup code for tests, we should make this file easier to work with by refactoring the tests in this file to use more common code when possible to make it more clear what is the common setup vs the functionality we are trying to test
