The enterprise libraries are restricted by visibility so in order to fully run coverity on the enterprise libraries we need a second invocation from with in the enterprise package.

We should also mock up the coverity bazel rules and to at least test the coverity config to some degree in our normal CI to help catch coverity breakage earlier.
