As part of SERVER-94559, we removed the strict equality check on the control.min timefield and minimum actual recorded time for time-series collections. This ticket would aim to re-enable this strict equality check. This would rely on sharding on time no longer being supported and on there no longer being a potential discrepancy between the control.min time field and the minimum observed time field. This ticket will also update any tests that rely on this behavior.
