Investigate why resharding_nonblocking_coordinator_rebuild.js fails on embedded router suites

      After committing SERVER-95527 , jstests/sharding/resharding_nonblocking_coordinator_rebuild.js test started failing consistently on suite with embedded router ( BF-35336).
      Considering that embedded routers are still not available for production we decided to temporarely skip this test on variants with embedded router (SERVER-95719).

      The goal of this ticket to investigate, fix the issue and re-enable the test in those test variants.
