Search in community, which will use the gRPC library, is required to be available on Linux, Windows, and MacOS, and so we have to enable building gRPC on Windows and MacOS as a part of this initiative.

The Windows and Mac deployments do not have to be FIPS compliant, and so they can use whatever TLS libraries enable the easiest path towards building gRPC in Windows and MacOS.
