Write or validate a workload that shows user workloads degrading due to low-priority operations

      One mode of user-workload degradation we see in the field is a conceptually low-priority operation hogging resources from the user's steady-state workload. The low-priority operation can be initiated by the database itself (like a TTL delete), or an external client (i.e. an user-driven analytics query).

      Let's ensure we have a workload that demonstrates this degradation.
