Consolidate anonymous namespaces added in SERVER-95859 at the top of files

      To reduce merge conflicts while SERVER-95859 was awaiting review functions were wrapped in anonymous namespaces where they were in the file rather than moving code around. Once that is merged we should consolidate all of the anonymous namespaces at the tops of files to comply with the code standards.
