At present, most query commands are jointly owned by all 3 query teams (see for both standalone and sharded, one and two, commands). Arguably, since commands are part of the query front end, most query commands should belong to the query optimization team. As such, this ticket proposes to give ownership of (most) query commands to the query optimization team (with some exceptions).
