resmoke reports evergreen.patch_build == False to Honeycomb for all Evergreen executions, even patch builds

      config.EVERGREEN_PATCH_BUILD is set to False because --patchBuild isn't being supplied to the resmoke invocation when ${is_patch} == "true" in Evergreen.
