Create unit tests that replace testing in ensure_size_storer_flushes_periodically.js

      This test depends on a 65 second sleep to pass. We should replace this test with something faster and more deterministic.

      We will separate this out into two tickets, one that will delete the test and another that will replace it with a unit test because we had some failures due to the test being non-deterministic.
