      This is an overarching ticket for the removal of the ResourceConsumption::MetricsCollector dependency from storage engine integration code.

      Copied from SERVER-95821

      The operation resource consumption metrics currently are threaded through to pretty low levels, and in some cases this causes laying violations. For example, currently the record store needs to know about change collections just for these metrics.
