SERVER-84770 adds the ability for ChangeStreamTests to recover from a ResumableChangeStreamError, but some tests that don't use this fixture can still fail. We should ban changeStream tests that don't use ChangeStreamTest from running in sharding_csrs_continuous_config_stepdown.
