Initial sync can change the contents of the sbe plan cache which can cause failures in tests that make assertions about the sbe plan cache in the replica_sets_initsync_jscore_passthrough suite.

There have been a couple of BFs stemming from this. We should audit which plan cache tests should be blocked in this suite and add them to the list here to avoid more Bfs.
