Sharding system session collection can fail in suite with config transition

      If we remove the TODO associated with this ticket and we run jstests/core_sharding/ddl/shard_collection_basic.js  in sharding_jscore_passthrough_with_config_transitions, the shardCollection attempt on system session will fail with ErrorCode::InvalidUUID.
