Enforce commit hash updates when test changes due to server change

      We currently have a manual system of updating the query_tester/test_repos.conf file with new commit hashes as server changes are made that require updates to the commit hash. We should try to investigate whether we can enforce/check for this automatically.

      We should also create step by step instructions for appropriately updating the commit hash for developers.
