Extend checkMetadataConsistency to validate that each shard is aware of the chunks it owns

      checkMetadataConsistency checks that shards have correct metadata. However, there are some important pieces of metadata we are not checking. We should start checking that shards know the correct ShardVersion and are therefore aware of the ranges they own.
