If an ApplyOps command is created from an oplog entry there should be a one-to-one mapping only. Issuing multiple operation per ApplyOps command can lead to unexpected failure cases and data conditions when being used to apply oplog entries.
If any other tool than mongorestore does this, they too should be changed to restore this behavior to how the c++ tools worked.
