Create example MSI installer

      In order to allow work to start on BUILD-9868, we should create an example MSI installer and upload it to s3 somewhere. This will allow the BUILD work to start without having to wait for us to complete all of our release automation work, and will allow us to identify any problems with our generated MSIs or the burn bundle ASAP.

      This ticket will not result in any code being merged to mongo-tools, but any resources/scripts used to generate it should be saved as a starting point for automating the MSI creation later on
