      As part of SPM-4022, users need to have the `performRawDataOperations` action added to their privileges to run commands with rawData

      Description of Linked Ticket

      When a user runs a command with rawData, we'll need to make sure they have the performRawDataOperations action type. Since rawData is a generic command argument, we should be able to perform this auth check in a centralized place rather than in each individual command.
