      This change will cause any bad parameters to configureCollectionBalancing command to fail the command rather than silently be ignored.

      Description of Linked Ticket

      We have added new parameters to configureCollectionBalancing to enableBalancing but the command would succeed even when parameters to configureCollectionBalancin are not correctly spelled strings. Enabling strict checking would fix this issue, and it is ok to do because this user facing command is independent from the internal one.
