restore should only do auth-collection related steps if there are auth collections to restore

      There's no reason to stop people from restoring a 2.4 dump to a 2.8 server if there are no users or roles to restore. We should only prevent incompatible restores if the auth collections actually exist. I feel this is the most intuitive way to handle those cases.
