Add the `/docs` command to the MongoDB participant:

• /docs - provide specific information about MongoDB via MongoDB Docs Chatbot API
  • Additionally to a textual response, include the MongoDB documentation link in case users want to verify the LLM’s answer
  • If the docs chatbot API is down, fall back to Copilot’s LLM and include the MongoDB documentation link for users to go to our documentation site directly
