Raising this as P2 since it's blocking a couple of changes.

make-check-test (and some of its variants) are very close to the six-hour default task timeout. Rather than raising the timeout which is a bandaid solution and leads to a worse developer experience due to a long turnaround time when getting feedback on changes, we should split the tasks it runs into groups, like we do for the Python suite tests.

This will unblock WT-10282.
