Move conn->log_flags WT_CONN_LOG_DEBUG_MODE to conn->debug_flags

      The connection has debug_flags where the config settings for debug_mode.* collect. WT-10395 moved the debug cache there and we noticed that the debug for log is still on log_flags. This ticket is to make that consistent and move the log debug to debug_flags.
