Cannot create Evergreen patch builds pre WT-10256

      As a result of WT-10256 creating an evergreen_develop.yml file and it being set as the test definition file in the WiredTiger evergreen project, patch builds prior to that change fail with the following error:

      (12:43)(test)$ evergreen patch -p wiredtiger -y -u -d 'test'
A new version is available. Run 'evergreen get-update --install' to download and install it.
Unexpected reply from server (500 Internal Server Error): 400 (Bad Request): getting patched project config: fetching remote configuration file: getting GitHub file at 'wiredtiger/wiredtiger'@test/evergreen_develop.yml: aed15e961e3cc93f7d67231a437203390814093d: Requested file at test/evergreen_develop.yml not found

      This makes it difficult to test changes on older commits. Which can be valuable on longer running, pre WT-10256 bug tickets.
