test/format needs a CONFIG option to indicate how often to do a flush_tier (or how many 1 in N checkpoint calls should be flush_tier).  test/format can call testutil_tiered_sleep to help to implement this.  This work is separate from WT-9915 as predictable replay is largely independently of flush_tier.
