The new tiered storage example does not work under Windows. (See WT-10565, where it was disabled)  At the moment, this is probably due to the extension name (hardcoded libwiredtiger_dir_store.so), but also the extension does not appear to be built on Windows, and probably needs some Windows specific changes.  Not to mention the rest of tiered storage code in WT hasn't been tested on that platform.
