WT-10630 adds tiered storage support to test/format.  As part of that, evergreen testing using "dir_store" is included.  Once that is stabilized, we should add evergreen runs for "s3_store".  We probably also need WT-10794 to be completed before we do this, so we can debug any errors that come up.
