WT-10630 adds tiered storage capability to test/format.  This has exposed old and new problems, so our regular runs in evergreen are currently disabled.  When we're in a better place, we should enable the runs, see the FIXME in test/evergreen.yml.

We'll need to fix WT-9823, WT-10823 (or WT-9785) WT-10249 at minimum.  We'll keep a running list here as we triage common failures.
