test tiered: Improve output from predictable run of test/checkpoint to do a replay

After WT-9914, we can run test/checkpoint in a predictable mode. It outputs a seed to be reused if we want to re-run predictably. It also prints the stable timestamp reached at the end of the test that needs to be used for a replay. Other parameters needed to run predictably need to be printed out.

It will be best to have a single-line printed at the test end that can be used to "replay" the test rather than printing these values in various places across the test.

We can also explore the same approach with other predictable-replays tests. I am creating this ticket as a cleanup/follow-up work for this set of tests.
