Fix truncate for tiered storage

      Simple truncate tests like test_truncate01.test_truncate_uri.test_truncate_uri (with the table scenario), do not work when they are enabled in the tiered_hook.  And this is before any calls to flush_tier. There's no fundamental reason that truncate should fail in tiered storage (before or after flush_tier, I think).
